Pennsylvania Form MV-4ST: Application for Pennsylvania Certificate of Title
MV-4ST is the form that transfers title and calculates the 6% sales tax in Pennsylvania. Unlike most states' forms, it isn't a public downloadable PDF you fill out at home — it's prepared by an authorized PennDOT agent.
Notary required: Pennsylvania requires this document to be signed in front of a notary public.

Sign the title in front of a notary
Pennsylvania requires the seller's signature on the title to be notarized. Do not sign it beforehand.

Bring the signed, notarized title to an authorized agent
Along with buyer/seller ID and the agreed sale price.

They'll fill in the vehicle, sale, and tax details based on the information you provide.

Pay the 6% sales tax and $58 title fee
Due at the time the agent processes the transfer.

Pennsylvania requires the buyer to title the vehicle within 10 days of purchase.
