Virginia Form SUT-1: Vehicle Price Certification

Virginia doesn't strictly require a bill of sale for most private sales, but it does require the sale price to be certified for tax purposes. SUT-1 is that form for vehicles over 5 years old. A notarized SUT-1A is required instead if a newer vehicle sells for more than $1,500 below its trade-in value.

How to fill out SUT-1 for a private car sale

    Check the vehicle's age

    Over 5 years old → use SUT-1. 5 years old or newer and priced $1,500+ below Blue Book trade-in value → use SUT-1A instead (notarized).

    Download the correct form

    SUT-1 does not require notarization; SUT-1A does.

  3. 3

    Enter vehicle description and sale price

    VIN, year, make, model, and the actual agreed sale price.

  4. 4

    Both parties sign

    Notarize only if you're using SUT-1A.

  5. 5

    Buyer files within 30 days

    Submit the signed title and price certification to Virginia DMV. The 4.15% motor vehicle sales and use tax is calculated on the certified price.
